The page that I want to leave feedback for does not have a talk page. How do I start one?

A page that does not have a talk page will have a red 'Talk' tab just above the article's title.

Clicking that Talk tab will open an edit window for creating the talk page. Just add your feedback (along with a four-tilde signature — ~~~~) and then Save the page. You can also use the "New Section" tab to start a new section with a title and your feedback included beneath. Make sure to save your changes when you're done.
