Are tutorial signs "Save Page" and "Save Changes" synonymous?

In the Sandbox tutorial, the instructions say Save Page in the blue box, but the words in the blue box are Save Changes.

Yes, they are synonymous. The text of that button changed recently. Thanks for noticing the discrepancy! I'll update that tutorial shortly.
