Can I add another instructor to my dashboard?

I am co-piloting with a librarian and I would love for her and I to have the same access.

Yes, you can add another instructor to a class. Go to you class's overview page on the Dashboard and click on the Edit Details button. Click on the + next to Instructors and enter the Wikipedia username of the person you want to add.
