You can upload images on Flickr that have the appropriate license (see here for a chart of which licenses are appropriate). You'll find the license for a Flickr photo by looking at the right hand side of the image page, just above the camera meta-data (for example, this shows 'some rights reserved')--clicking through will show the license text. If it is on the list of compatible free licenses, you may use this photo.

Remember that most photos on Flickr (and other photo sharing services) are not freely licensed. It is very important to check the license on the photo before uploading it. Volunteer editors check thousands of uploads every day--uploading an image with the incorrect license makes their work harder and will likely result in your image being deleted.
