When a work uses a Creative Commons license, it includes up to four different restrictions:

BY - Attribution is required. SA - Modifications of the work must be released with the same license it uses. NC - Commercial use of the work is not allowed. ND - Use is permitted, but not modification.

Only BY and SA are accepted on Wikimedia Commons. There are a variety of reasons for that, but because Cinema Politica uses BY-NC, they violate the licensing rules of the site and will have to be deleted, unfortunately.
