A topic is notable if it has been covered in detail by reliable secondary sources that are independent of the topic. Can you find enough information about the topic to write a fairly comprehensive article about it, without resorting to unpublished sources, unreliable sources (like blogs) or sources that are not independent of the topic (like a company's website)? And is the topic of more than local interest? Would it be better covered in a section of an existing article? (For example, while you can find enough information about the local sanitation authority, might it be better covered a part of the article about the town?)
