In most cases, no.

The CC-BY-NC license is designed to allow for re-use of materials only for non-commercial purposes. Wikipedia's license allows for any re-use of text or images--including commercial use, provided that attribution is maintained. This means that an image that restricts downstream commercial use is too restrictive to be distributed freely by Wikipedia. This means it cannot be uploaded to Wikimedia Commons as you would an image you took yourself.

They can, in specific circumstances, be uploaded to Wikipedia as a "non-free" image (commonly but mistakenly referred to as a "fair use" image). The criteria for uploading non-free content to Wikipedia are not simple and many experienced editors make errors in determining where a non-free image is appropriate for Wikipedia, so ask your content expert for guidance if you feel a non-free image would be appropriate for your article.
